Brain damage per se is not a legitimite halakhic reason to withhold treatments that would have given otherwise to a person with brain damage. Certainly there is no place for withholding antibiotics is case of pneumonia. when a situation of terminal illness occurs than the considerations change appropriately, but not different than for a person who has no brain damage.
